ANJL ends Sportradar integrity agreement after Brazil’s MP 1.394 closes regulated fixed-odds betting market

The Associação Nacional de Jogos e Loterias (ANJL) has formally notified Sportradar that it is terminating their cooperation agreement on sports match-fixing prevention in Brazil. For PSPs and operators, the practical point is simple: when the regulated market is shut by decree, the integrity infrastructure tied to it does not survive unchanged.

1. ANJL sent the extrajudicial notice to Sportradar on Saturday (26), saying the agreement would be broken off after the end of the regulated fixed-odds betting market under Medida Provisória 1.394, issued by President Luiz Inácio Lula da Silva.
2. The cooperation deal between ANJL and Sportradar was signed in February this year, within the scope of another agreement with Brazil’s Ministry of Sport in September 2025. It covered two educational platforms focused on sports integrity.
3. Those platforms were meant to serve both sports stakeholders and authorities involved in monitoring, detection, and complaint intake. In other words, they were not just public-facing awareness tools; they were part of the operational layer around spotting manipulation and handling reports.
4. Plínio Lemos Jorge, president of ANJL, said the move is “the first of many consequences” of the federal government’s provisional measure. He said the platforms included modules on betting risks, monitoring and detection, rules and regulations, and reporting channels.
5. ANJL argues that betting will continue in Brazil through thousands of illegal platforms, and that athlete recruitment schemes tied to match-fixing will also continue, especially in football. The association’s position is that licensed operators were the ones consistently concerned with manipulation risks, while illegal platforms are not.
