PlayCity moves Ukraine’s gambling supervision into real time with SOMS

Ukraine’s PlayCity is rolling out the State Online Monitoring System, or SOMS, to collect licensed gambling data continuously rather than through periodic reports and retrospective checks. For PSPs, acquirers and operators, the relevant point is simple: the regulator wants transaction-level visibility, not summaries.

1. PlayCity says SOMS is meant to give public authorities structured transactional data for regulatory supervision and tax verification. The system is designed to record key financial operations, including bets, returns and winnings, and to provide the State Tax Service of Ukraine with primary transaction data for calculating gross gaming revenue and relevant taxes.
2. The agency says the platform is built for continuous data collection and automated processing, which is the whole point of moving away from batch-style oversight. In practice, that means the regulator wants to see what is happening as it happens, rather than waiting for operators to hand over periodic snapshots.
3. According to PlayCity, SOMS is designed to process up to 10,000 transactions per second, with capacity that can be scaled as demand grows. That matters because the system is being positioned as infrastructure for a wider licensed market, not just a reporting tool for a small group of operators.
4. PlayCity says each operation is transmitted with a unique identifier and cannot later be altered or rewritten. That should matter to anyone dealing with reconciliation, audit trails and disputes, because the regulator is explicitly aiming to reduce reliance on manually compiled information.
5. Hennadii Novikov, Head of PlayCity, said modern gambling regulation must operate at the same speed as a digital industry that processes millions of transactions and changes almost instantly. He added that digitalisation is the foundation of Ukraine’s gambling reform and called SOMS “the key instrument” for implementing that approach.

PlayCity was established as Ukraine’s state body for gambling and lottery regulation, with transparency, market control, licensing and player protection among its stated objectives. For high-risk payment providers, the practical takeaway is that Ukraine is building a monitoring stack that starts with the transaction and ends with the tax office.
