Netherlands heads into first major online gambling licence renewal cycle in 2026

The Dutch regulated online gambling market is about to hit its first real test: the five-year licences issued after the October 2021 opening start expiring on 1 October 2026. For operators, this is not a box-ticking extension exercise; the Kansspelautoriteit (Ksa) says continuation applicants will face a fresh assessment of compliance, governance and forward-looking controls.

1. The Ksa confirmed that online gambling licences issued in September 2021 expire on 1 October 2026, because they were granted for a maximum period of five years. The regulator also introduced updated licensing rules from 1 January 2026 to cover both new applicants and operators seeking a continuation licence.
2. The renewal process is materially stricter than the initial market entry round. Operators will need to go through a new assessment rather than simply roll over their existing permissions, and the Ksa says it will look at addiction prevention policies, recruitment and advertising practices, and the integration of the control database.
3. The 2026 framework also adds questions that matter for ongoing payment and compliance operations: material business changes, exit planning and anti-money laundering risk analysis. In practice, that means the regulator is not just checking whether a licence holder survived its first five years, but whether its operating model is still defensible under Dutch rules.
4. Compliance history will count. The Ksa says operators that made mistakes over the previous five years must explain what they learned and what they changed to prevent a repeat. If the explanation is not good enough, the regulator can refuse a licence or impose additional conditions or restrictions.
5. The first operators in line include Holland Casino, Bingoal and TOTO Online, whose licences run from 1 October 2021 through 30 September 2026. The same expiry date applies to BetCity, held by Betent B.V., Hillside, which operates bet365 in the Netherlands, and Play North Limited’s Kansino brand, all of which are on the same timetable.

Jacks.nl is on a slightly different schedule: the Ksa’s published decision shows its licence runs from 20 Nov, making it an outlier in the first wave of renewals. For PSPs and acquiring teams, the practical takeaway is simple enough: Dutch gambling exposure is moving from market-entry compliance to renewal-time scrutiny, and the regulator has already signalled that past mistakes will not be treated as paperwork noise.
