Brazil allows unlicensed betting sponsors for the 2027 FIFA Women’s World Cup, but only with geo-blocking and no local wagering
Brazil will let betting brands without local authorization sponsor FIFA during the 2027 FIFA Women’s World Cup, provided their platforms are blocked for users in Brazil and they do not offer wagers to the local market. For high-risk operators and PSPs, the detail that matters is simple: brand exposure is permitted, but access to Brazilian customers is not.
- Under the legal framework approved for the tournament, operators that are not licensed by Brazil’s Secretariat of Prizes and Betting of the Ministry of Finance (SPA/MF) can still display their brands as FIFA sponsors during the event in Brazil.
- The exemption is event-specific. According to InfoMoney, the general rules of Brazil’s regulated market still limit betting advertising to companies authorized by the SPA/MF, but the World Cup legislation creates a carve-out for the tournament.
- Brazil’s Ministry of Finance told InfoMoney that any unlicensed sponsor must block access for users located in Brazil. The ministry said this is widely used technology in online betting, so it should not be a major technical hurdle. The restrictions apply both during the tournament and in pre-event promotional activity.
- Unlicensed operators will also be able to apply for a temporary license valid only for the event period. To get it, they will have to pay a fee proportional to the one paid by permanently authorized companies in Brazil, which is 30 million reais for five years of operation.
- FIFA sponsors that choose the temporary authorization will receive priority when their applications are reviewed. The same preference will apply to companies connected to the organization that also apply for a full authorization to keep operating in Brazil after the tournament ends. The Ministry of Finance said the same conditions and limits should also apply to prediction market companies.
