Rio de Janeiro court suspends illegal betting sites using Loterj branding

A court in Rio de Janeiro ordered the immediate suspension of sports betting sites that were operating illegally under the branding of the Rio de Janeiro State Lottery, Loterj. For high-risk operators and PSPs, the important part is not the headline, but the mechanics: the case also targets payment blocking and the infrastructure around the sites, not just the domains themselves.
The decision was published on Tuesday (7/7) and was issued in response to a request from the Rio de Janeiro State Public Prosecutor’s Office, the MP-RJ.
According to the MP-RJ, the target is Digital Dreams Soluções Tecnológicas em Sistemas e Entretenimentos Ltda., which allegedly forged documents to simulate authorization from the state authority. Its accreditation with Loterj had already been rejected in the official process before the fraud.
The scheme used Loterj’s visual identity to create credibility and attract bettors. The MP-RJ says the structure involved a network made up of betting sites, companies, and individuals.
Beyond suspending unauthorized betting operations by the company and the other defendants in the case, the court ordered additional steps to dismantle the setup: blocking payments made through the platforms, identifying the owners of the websites, and prohibiting the creation of new betting sites without public authorization.
For payment providers, the useful signal is that Brazilian courts can move from domain-level enforcement to payment interdiction and owner identification in the same case. That changes the operational risk profile for anyone touching branded but unauthorized betting flows in Brazil.
