New Zealand finalizes online casino rules and sets July 3, 2026 license launch
New Zealand has published the detailed regulations that will govern online casinos under the Online Casino Gambling Act 2026, with the new framework taking effect on 3 July 2026. That date also marks the start of the competitive licensing process for private operators, with a cap of 15 licenses.
- The government published the rules on Friday via an Order in Council, issued on the recommendation of the Minister of Internal Affairs. In practice, this is the point where “we are regulating online casinos” turns into actual operating requirements: licensing, controls, payments rules, advertising limits, and retention obligations.
- Responsible gambling sits at the center of the framework. Operators must let customers set daily, weekly, or monthly limits on play time, deposits, and total spending. Those limits must be set when the account is opened and must be prompted periodically at least once a month. Any request to raise or remove a limit comes with a mandatory 24-hour waiting period.
- Identity checks are mandatory before any account can be activated. Customers must verify their full name, date of birth, and that they are at least 18 years old before they can start playing. Operators also have to check whether the applicant appears in exclusion registers or already holds an active account on the same platform.
- The payments rules are tight, and that is the part PSPs will care about first. Credit products, including credit cards and certain payment methods linked to land-based gambling, are prohibited. Each customer may register only one deposit method and one account per platform, and any change to the deposit method is subject to a 24-hour lockout. Withdrawals may be made using a different method from the deposit method.
- On transparency and records, operators must make sure customers have clear access to the rules for each game, and they must keep compliance records and customer history for the entire business relationship plus seven additional years.
Advertising is also heavily restricted. Online casino ads cannot appear on the front pages of print publications or on public transport, and they are banned during live event broadcasts as well as in the 30 minutes before and after those broadcasts. The rules also expressly prohibit endorsement-style sponsorships and promotions.
