Binance to set up CIS settlement hub in Kazakhstan under new National Bank framework
Binance Investments Co. will open a settlement hub in Kazakhstan for the CIS after signing a memorandum of understanding with the National Bank of Kazakhstan. For high-risk payment players, the important part is not the branding: Binance is moving part of its operations into a jurisdiction that now has a specific licensing path for payment organizations.
- The memorandum was signed with the National Bank of Kazakhstan, and the ceremony included National Bank Chairman Timur Suleimenov and Binance founder Changpeng Zhao.
- Under the project, Binance will establish a representative office of the group in Kazakhstan and obtain a National Bank license to operate as a first-category payment organization.
- The regulator says the project will move part of Binance’s operations to Kazakhstan and serve a significant portion of its clients from the CIS and Eastern Europe through the country.
- The National Bank links the initiative to reforms in the regulation of digital financial asset circulation and the introduction of a new market participant, the first-category payment organization, which allows new payment and financial services to be used alongside banking services.
