Finland issues first prohibition order under new gambling law against MagicPoro operator, with a €1.2 million conditional fine

The Finnish police have issued the first prohibition order under the country’s new gambling law, targeting an operator connected to MagicPoro and its Estonian licence. According to the police, the operator had been illegally serving Finnish players, which is exactly the sort of move PSPs and acquirers watch closely: once a market starts enforcing its rules, the payment side tends to get very specific, very fast.

  1. The operator faces a conditional fine of €1.2 million. In practice, that means the enforcement action is not just a warning; it comes with a financial backstop if the order is ignored.
  2. The Finnish police said this was the first prohibition order issued under the new gambling law. For high-risk payments teams, first cases under a new regime are the ones that set the tone for the next wave of merchant reviews, account freezes, and enhanced due diligence.
  3. Police said the operator was working illegally with Finnish players. That detail matters because it shifts the issue from licensing paperwork to market access: if the customer base is Finland and the operator is not authorised there, the payment chain becomes part of the enforcement picture.
  4. The operator is described as holding an Estonian licence. The licence country is not the same as the target market, and that mismatch is exactly where cross-border iGaming setups tend to draw scrutiny.
