Loterj wins court order to freeze up to R$ 20.9 million in RioPag accounts in Rio de Janeiro

The Rio de Janeiro state lottery, Loterj, obtained a favorable ruling from the Rio de Janeiro State Court of Justice (TJ-RJ) on Wednesday (22), ordering the freeze of up to R$ 20.9 million in RioPag S.A. accounts. For payment processors working with public-sector or lottery flows, the detail that matters is simple: once a court decides the funds belong to the client and have a public nature, “we’ll return it later in installments” is not a very persuasive risk strategy.

  1. The ruling came from the 14th Public Treasury Court of the Capital, with Judge Cristiana Aparecida de Souza Bonato granting urgent relief and ordering the amounts to be transferred to a judicial account.
  2. The court said the existence of the funds was proven, that the title to the money belongs to Loterj, and that there was no contractual justification for RioPag to refuse immediate repayment.
  3. Loterj filed the lawsuit to recover public funds that it said were being improperly withheld. According to the case file, RioPag acknowledged the funds but proposed returning them in installments until the end of the contract, a proposal Loterj rejected.
  4. Loterj said it had already received R$ 2 million on June 30, 2026, leaving the remaining balance covered by the court order.

For PSPs and acquirers, the operational takeaway is in the structure of the dispute: this was not about a disputed transaction flow, but about funds processed on behalf of a state autarchy and later treated by the court as public resources. That is exactly the kind of fact pattern where settlement timing, client ownership of funds, and contractual return obligations stop being back-office details and become the whole case.
