Altenar prepares for Finland’s regulated iGaming market launch in 2027

Finland is moving from a long-running monopoly under Veikkaus to a multi-operator regulated online gambling regime, with licensed sports betting and online casinos due to go live in July 2027. For PSPs, acquirers, and B2B tech vendors, the important part is not the headline date but the licensing ladder: B2C applications opened in March 2026, and B2B licensing becomes mandatory in July 2028.

  1. Finland’s new framework is being rolled out on a fixed timetable. B2C license applications opened in March 2026, the licensed market is scheduled to start in July 2027, and from July 2028 all technology providers serving licensed operators will also need a Finnish B2B license.
  2. The regime is not just about operator licensing. Regulatory oversight will extend across the technology supply chain, which means platforms will need to be built for Finnish reporting, compliance, and technical requirements from the start rather than patched in later.
  3. Operators will face annual reporting obligations covering financial performance, marketing, responsible gambling, and operational development. They will also need technical audits, including independent approval of gaming systems in labs and RNG (random number generator) verification before launch.
  4. The framework also requires connection to the supervisor’s monitoring systems, system-location rules that generally place gaming systems in Finland with certain exceptions, and responsible gambling controls such as deposit limits, self-exclusion, and player behavior monitoring before launch.
  5. Non-compliance can lead to penalties ranging from financial sanctions to license revocation. Altenar says it is already supporting operators preparing B2C applications and is monitoring the technical framework as it develops, with compliance lead Magno Neiva saying the company is optimizing its product suite to meet the coming standards.

For high-risk PSPs, the practical takeaway is simple: Finland is not opening as a loose, wait-and-see market. If you plan to support licensed gambling there, technical readiness, local compliance handling, and B2B licensing from July 2028 are part of the entry cost.
