Spain sets global deposit limits for online gambling accounts

The Ministry of Social Rights, Consumer Affairs and 2030 Agenda, through the Directorate-General for the Regulation of Gambling (DGOJ), has introduced two tools aimed at preventing risky behavior in online gambling and tightening user protection. For operators and PSPs, the practical shift is that deposit controls will no longer stop at the edge of a single platform.

  1. The main change is a shared deposit-limit system that applies a single global cap per person, regardless of how many operators that player uses. Until now, economic limits were applied separately by each platform, which meant a customer could spread deposits across multiple operators and exceed the intended thresholds.
  2. Under the new default framework, the limits will be 700 euros per day, 1,750 euros per week, and 3,300 euros every four weeks. Users will still be able to change or remove these limits voluntarily, but the process is designed to slow impulsive decisions: any modification must wait three business days before taking effect, and requests to increase limits can only be made once every three months and must come with information on gambling-related risks.
  3. The DGOJ will run the system through a technology tool that coordinates the necessary data and checks compliance with the limits in real time. The point is not just enforcement; the mechanism is also meant to reduce unnecessary data exchanges between operators and strengthen personal-data protection.
  4. According to Consumo, the measure should especially affect people who hold accounts across several platforms, a group that represents approximately one third of active users in the Spanish online gambling market. The system is currently in testing, with full implementation scheduled for 26 March 2027.
  5. The second tool is the Portal del Jugador, a digital portal where users can review their online gambling activity across authorized operators in Spain from a single place. It centralizes deposits, bets, wins and losses, aggregated history and statistics, lets users check which accounts are linked to their identity to spot possible impersonation, and allows them to set custom spending and activity alerts as well as manage and review the shared deposit limits.

For high-risk payment providers, the signal is straightforward: Spain is moving toward account-level visibility across operators, not just merchant-level controls. That changes how deposit monitoring, customer profiling, and limit enforcement need to be wired into gambling payment flows.
