Finland is replacing part of its long-running monopoly gambling model with a licensing system, and the timetable is already set: licence applications opened on 1 March 2026, the licensed market starts on 1 July 2027, and from 1 July 2028 operators will need software from holders of a Finnish gambling software licence. For sportsbook and platform vendors, that last date matters as much as the launch date, because the supply chain itself is being pulled into regulation.

  1. Altenar says it is preparing its sportsbook technology and compliance processes for the Finnish framework, with the stated goal of supporting operators entering the market under the new rules. In practice, that means the company is treating Finland as a regulatory build-out, not just a sales opportunity.
  2. The Finnish Government confirmed that applications for gambling licences opened on 1 March 2026, while licensed gambling services are scheduled to begin on 1 July 2027. For operators, that leaves a clear pre-launch window for licensing, technical work, and compliance preparation.
  3. From 1 July 2028, holders of Finnish gambling licences will only be able to use gambling software supplied by a holder of a gambling software licence. That turns software licensing into a hard requirement in the B2B chain, which is a different problem from ordinary operator licensing and will matter to sportsbook platforms, game suppliers, and any PSP-adjacent infrastructure tied to the stack.
  4. Finland is not abandoning state involvement altogether. Under the new model, Veikkaus keeps exclusive rights over lottery-type games, scratch cards, and physical slot machines and casino games, while selected online categories — including betting, online slot and casino games, and online money bingo — move into the licensed market.
  5. The distinction matters for market entry planning: businesses need to know not only how to get licensed, but also which products sit inside the competitive market and which remain under the exclusive framework. For suppliers, that also means building for a mixed regime, with different compliance expectations depending on the activity.

The thing is, Finland’s timeline gives vendors a rare gift: advance notice. If you are a sportsbook operator or a PSP serving one, the real question is no longer whether the market will open, but whether your stack, reporting, and software licensing position are ready before 2028 makes the supply chain itself a regulated gatekeeper.
