Gaming in Germany Conference 2026 in Berlin will focus on compliance, new products, and GGL enforcement after Halle ruling
The Gaming in Germany Conference 2026 takes place on Tuesday, November 10 in Berlin, with a program built around the practical questions that matter to licensed operators and their PSPs: what products may expand, how enforcement works, and whether GGL still has the legal power to police unlicensed iGaming.
- The conference will center on four core topics for the German market: the results of the 2021 State Gambling Treaty evaluation, new product and market opportunities such as sweepstakes, eSports betting, and online casino in NRW, a coordinated industry response to offshore competition, and the possibility that a recent court ruling has weakened GGL’s ability to enforce the ban on unlicensed iGaming.
- Key speakers in Berlin include Nadja Wierzejewski, Head of Enforcement at GGL; Alexander Müller, Member of the Executive Board at FDP; Melanie Hainzer, Market Owner – DACH at Play 'n GO; Dr. Matthias Spitz, Senior Partner at Melchers Law Firm; Dr. Christian Rapani, Partner at Rapani Rechtsanwälte; Hans-Peter Kalenberg, Department Head at the Ministry of the Interior, Nordrhein-Westfalen; and Dr. Carsten Bringmann, Associate Partner at Noerr.
- Among the highlighted sessions are: the opening presentation by GGL’s enforcement head; a discussion on player protection, market reality, and effective regulatory enforcement; a panel on the role of suppliers in building a sustainable German online gambling market; a session on prediction markets and sweepstakes; and a discussion of online casino in NRW, including licensing and B2B opportunities in Germany’s most populous state.
- Willem van Oort, founder of Gaming in Germany, said the market is “not boring” because there appears to be room to expand the set of permitted products, while a recent Halle Administrative Court ruling casts doubt on GGL’s legal authority to enforce the ban on unlicensed iGaming in Germany. His comment also makes the practical point: for licensed operators and their vendors, the next move now depends on both product scope and enforcement clarity.
- The event will be held at the DoubleTree Hilton Ku'damm in Berlin, about 100 meters from Kurfürstendamm. Registration is already open.
