Brazil’s Federal Police link Flávio Bolsonaro to Alcazar Holdings bank access as Blaze probe expands

Brazil’s Federal Police link Flávio Bolsonaro to Alcazar Holdings bank access as Blaze probe expands

Brazil’s Federal Police say records from the Alcazar Holdings account gave Flávio Bolsonaro “relevant operational access” and support the hypothesis that he may have had a de facto economic or ownership role in the company. The same investigation started in Rio Grande do Sul around alleged currency evasion and money laundering, with the betting site Blaze among the targets.

  1. The police case began in Rio Grande do Sul, where investigators were looking into alleged evasão de divisas (currency evasion) and money laundering. One of the inquiry’s targets in the state was the betting company Blaze. With a court order, police obtained access to Willer Tomaz’s digital communications.
  2. The case then moved to the Supreme Federal Court (STF), where it was assigned to one of the court’s justices because Flávio Bolsonaro’s name appeared in the emails obtained through the warrant. As a senator, Bolsonaro has special jurisdiction at the STF.
  3. According to emails reviewed by the Federal Police, Tomaz’s secretary, Fayla Menezes, wrote to the bank branch on 22 May 2025 asking to change the “master user” on the Alcazar Holdings account. In the message, she asked for the account to be unlinked from a listed number and from the names of Flávio Bolsonaro and another Willer Tomaz account. The bank later replied that the accounts had been removed from the contract as requested.
  4. In the police report cited by O Globo, investigators said that in the documentation for opening the Alcazar Holdings bank account, Flávio Bolsonaro appeared as a master user, a status that in principle gave him a high level of access and account management. The police said this “sustains the hypothesis” of possible de facto economic or corporate participation in the company.
  5. The same reporting also resurfaced the aircraft angle: the Legacy 650, registration PP-NLR, was owned at the time of the flight by Tomaz through Alcazar Holdings, Laerte Cosentino through Totvs, and banker Daniel Vorcaro of Banco Master through Prime You, which also managed shared use of the jet. Last month, when piauí reported that Flávio had flown on Vorcaro’s plane, he said the trip was by invitation from Willer Tomaz, not from the banker.

For PSPs, banks, and acquirers dealing with high-risk verticals, the relevant detail is not the politics; it is the structure. The investigation touches a betting operator, a corporate bank account with master-user access, and shared ownership of an aircraft through a management company — the sort of interlocking setup that tends to matter when compliance teams are tracing beneficial ownership, control, and payment-flow exposure.
