KSA reissues eight online gambling licences for the Netherlands from 1 October 2026 to 30 September 2031
The Dutch Gambling Authority (KSA) has reissued eight online gambling licences, kicking off the first renewal cycle since the market launched in 2021. For PSPs and operators, the signal is clear: the Netherlands is moving from market-entry mode to a more selective renewal regime, with compliance history now sitting right in the middle of the process.
- On Thursday, the KSA said eight licences had been reissued under its five-year renewal plan. The renewed licences allow operators to continue legal activity in the Netherlands from 1 October 2026 through 30 September 2031.
- The recipients are TOTO Online BV (TOTO, Winnitt), Holland Casino NV (Holland Casino Online), Play North Limited (Kansino), FPO Nederland BV (FairPlay Casino), Bingoal Nederland BV (Bingoal), Hillside (New Media Malta) Plc (Bet365), NSUS Malta Limited (GG Poker), and Betent BV (Betcity).
- This is the first time licences from the 2021 launch have come up for renewal. All licence holders had to apply again for the 2026 to 2031 period, and the final list will also show how many operators decided not to stay in the market.
- The list so far includes only operators that were already active in the market. No new operator has received approval in this renewal round, and LiveScore and Tombola, two of the original 10 licensees, exited the market in 2024.
- The KSA said the renewal process is more granular and stringent than in 2021, following new policy rules set out in September 2025. One key rule targets applicants that had compliance enforcement during the first five years: they must explain what went wrong, what they learned, and how they will prevent a repeat. If the explanation is not sufficient, the permit can be denied or additional conditions and restrictions can be imposed.
For high-risk payment providers, the practical takeaway is that the Netherlands is no longer just about getting through initial licensing. Renewal now depends on the operator’s compliance record, and that makes transaction monitoring, chargeback handling, player controls, and source-of-funds procedures part of the commercial conversation, not just the legal one.
