Lula’s provisional measure bans betting sponsors and puts R$600 million of Brazilian football club revenue at risk

Lula’s provisional measure bans betting sponsors and puts R$600 million of Brazilian football club revenue at risk

Brazil’s federal government has moved against sports betting ads, and the immediate problem for Série A clubs is simple: a big slice of their marketing money came from betting brands. For high-risk PSPs, this is a clean example of how regulatory action can hit sponsor flows, club cash flow, and existing creditor arrangements at the same time.

  1. The measure in question is Provisional Measure No. 1.394/2026, issued by the Lula government to prohibit sports betting houses. According to Sports Value data cited by Veja, betting brands account for 34% of Serie A clubs’ marketing revenue and occupy the master sponsor slot on 14 of the 20 teams in the competition.
  2. Veja says the financial impact lands on a sector already dealing with debt, delayed salaries, and creditors at the door. In practice, club executives are now scrambling to line up temporary deals with other advertisers while waiting for a possible reversal of the measure by the National Congress or the Federal Supreme Court (STF).
  3. The backlash has already shown up on the pitch. In the São Paulo vs. Vasco match on Tuesday, 17/10, São Paulo wore the message “Proibir não é proteger” on its shirt. Flamengo president Luiz Eduardo Baptista, known as Bap, was even more blunt: “We will not have money to pay Lucas Paquetá’s salary in January with this MP.”
  4. The sharpest case identified by Veja is Botafogo. Documents obtained by the magazine indicate that the club’s judicial recovery process is under threat, with a betting contract that generates 50 million reais in annual revenue. In a direct action of unconstitutionality filed with the STF, the club argues that the measure also hurts creditors, saying that the abrupt removal of sponsorship “jeopardizes the execution of the judicial recovery plan, with effects on the entire body of creditors.”
  5. Several clubs have already signed temporary replacement deals to buy time. Corinthians joined Shopee, Santos signed with Agibank, and Flamengo with Lubrax. São Paulo and Fluminense chose to display the Superscore brand, keeping exposure for a business linked to the former sponsor. The point is to get through to December, in the hope that Congress rejects the MP or the STF accepts the clubs’ arguments.

Amir Somoggi, founder of Sports Value, says betting companies collectively spend between 500 million and 600 million reais more on advertising than companies from other sectors. He also says club marketing revenue grew 95% between 2023 and 2025. That is the part PSPs and acquirers should care about: when one sponsor category is carrying that much of the market, a policy shock does not just move media inventory, it moves receivables, renewals, and settlement assumptions.
