Coaf flags Flávio Bolsonaro’s transactions as incompatible with declared income in Brazil
Brazil’s financial intelligence unit said Flávio Bolsonaro moved money in a way that did not match his declared income, including a R$ 520,277.28 payment from a law firm used to pay off a Brasília mansion loan early. For high-risk payment providers, the useful bit is not the politics; it is the mechanics: an unusually large third-party payment, an accelerated property settlement, and a file that is already inside a Federal Police inquiry.
- The Council for Financial Activities Control (Coaf), the body linked to Brazil’s Central Bank, said Bolsonaro “moved a relevant amount without support in information about his financial capacity” between January and March 2024. In that three-month period, he handled R$ 1.3 million in financial transactions, with R$ 660,111 in credits and R$ 649,272 in debits.
- According to Coaf, the average volume of operations in that period was 7.19 times higher than what would be expected for the income Bolsonaro informed. The unit’s reports do not by themselves assign crimes, but they are designed to support investigations by the Federal Police and the Public Prosecutor’s Office when transactions show signs of money laundering.
- The specific transaction Coaf highlighted came in March 2024, when Bolsonaro received R$ 520,277.28 from Gavioli e Viola Advogados Associados and used the money to settle early an mortgage loan taken in 2021 with Banco de Brasília (BRB) to buy a mansion worth R$ 5.97 million in an upscale area of Brazil’s federal capital. Coaf said there were suspicions about the amount because it was used to close out a credit operation ahead of schedule.
- Although the mortgage contract provided for repayment over 30 years, the debt was cleared in about three years through six extraordinary payments ranging from R$ 198,000 to R$ 997,000. One of those payments, Coaf said, was the March 2024 transfer of roughly R$ 520,000 from the law firm.
- The documents are part of a Federal Police investigation into Bolsonaro’s links with lawyer Willer Tomaz in an alleged money-laundering scheme involving bets transactions. The case is before Brazil’s Supreme Federal Court (STF), under Justice Alexandre de Moraes. The lawyers behind the payment also represented Bolsonaro in two cases before the Superior Court of Justice (STJ), including a corporate dispute in the graphics sector, where he joined the defense team in June 2024.
