Brazil’s Ministry of Finance fines Pixbet R$ 814,567.44 over a citation notice issue

Pixbet Soluções Tecnológicas Ltda. has been fined R$ 814,567.44 by Brazil’s Ministry of Finance after it could not be located at the address registered in the regulator’s systems. For high-risk operators, the detail that matters is not just the amount: the case shows how betting regulators can turn service-of-process and filing mechanics into a real enforcement problem.

1. The penalty was formalized in a citation notice published in the Diário Oficial da União on Monday, 31/8, after the company was not found at the registered address.
2. The fine is based on item III of Article 41 of Law No. 14.790/2023, which regulates Brazil’s betting market. The sanction was issued by the Subsecretariat for Sanctioning Action of the Secretariat of Prizes and Betting (SPA), which sits under the Ministry of Finance.
3. Pixbet has 10 days from the publication of the notice to either pay the debt or file an administrative appeal. Payment must be made through the PagTesouro Portal, with collection to the National Treasury’s Single Account.
4. If Pixbet appeals, the filing has to be done electronically in the Electronic Information System (SEI), as provided by Article 21 of SPA/MF Ordinance No. 1,233 of 2024. If neither step is taken within the deadline, the amount will be sent for inclusion in the Union’s Active Debt, which opens the door to judicial collection.
5. The notice was signed by Raiana Luiza de Andrade Falcão Ferreira, the Subsecretary for Sanctioning Action.
