PAGCOR Plans App to Help Philippine Players Identify Licensed Online Casinos by End-2026

PAGCOR is building a new app to help online gamblers in the Philippines tell licensed operators from illegal sites. For PSPs and acquiring teams, the interesting bit is not the app itself; it’s that the regulator is explicitly pairing player identification with enforcement pressure on unlicensed payment channels.

1. Chairman and CEO Alejandro H. Tengco told the House Committee on Appropriations on August 24 that PAGCOR expects to launch the app before the end of 2026. The tool is meant to make it easier for players to check whether an operator is legitimate and avoid unregulated websites.
2. The app will build on the PAGCOR Guarantee, the regulator’s existing online verification service. Under the current setup, consumers can already check whether a gaming operator has a valid license; the new product is meant to put that check in a more player-facing format.
3. PAGCOR says about half of the online gaming websites accessed by people in the Philippines are operating without the required approval. That is the backdrop for the app, and also for the broader enforcement push: the regulator wants to keep customers inside the licensed market rather than leaving them to unregulated operators.
4. Player protection is a second pillar. Tengco said users of licensed platforms would have a mechanism to resolve disputes if there were issues with an operator, giving them a formal channel for complaints instead of dealing with businesses outside PAGCOR’s framework.

The regulator is also coordinating with the Department of Information and Communications Technology, the National Telecommunications Commission, and the Cybercrime Investigation and Coordination Center to monitor unauthorized operators. PAGCOR said this coordination also covers payment channels that could be used by unregistered gambling firms.

For high-risk payments, the key detail is the market size: legal online gaming generated PHP39.85 billion ($650.8 million) in the latest quarter. So this is not just a compliance story; it is a large revenue pool in which access, verification, and payment routing are increasingly being pulled tighter by the regulator.
