Three South Korean nationals detained in the UAE in a KRW 3.1 trillion illegal gambling case

South Korean police said three suspects tied to an illegal iGaming operation with turnover of KRW 3.1 trillion (about $2.3 billion) were detained in the UAE in a joint operation with local authorities. For PSPs and acquirers, the important part is not the number itself; it is that the case spans site operators, software developers, and money-laundering routes across multiple jurisdictions.

  1. Two of the detainees — the alleged deputy organizer and a developer — were brought to Korea on October 14. Talks are still underway over the extradition of the alleged organizer.
  2. According to investigators, the suspects left South Korea in 2016 and ran illegal gambling sites from the Philippines, Malaysia, and other countries. The turnover of those sites is estimated at KRW 2.6 trillion.
  3. Authorities said the UAE was used to evade investigation and launder proceeds. In other words, this was not just an offshore-hosted gambling operation, but a cross-border structure with a compliance and payments trail attached to it.
  4. In 2016, the group promoted the banned Korean sportsbook BetEast on the shirt of English club Swansea City and at its stadium.
  5. One of the detained suspects, a gambling software developer, is linked to another group with turnover of KRW 500 billion. Its organizer was arrested in the UAE in July. That group operated five illegal sites and involved more than ten teenagers. In July, Korea also brought back two organizers of another scheme with turnover of KRW 10.8 trillion.

A task force spokesperson said the authorities intend to pursue overseas gambling groups across the whole chain, from websites to money-laundering networks. The task force includes the National Police Agency and the National Intelligence Service.
