Binance to restrict transactions involving HTX and 10 other crypto platforms from Aug. 23

Binance said it will stop processing transactions involving HTX and 10 other crypto platforms and service providers from Aug. 23, citing recent regulatory developments. For PSPs and compliance teams, the practical point is simple: once a venue lands in a sanctions-adjacent review bucket, transaction flow can be blocked first and debated later.

  1. Binance said the restriction covers HTX, Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto INC., Tradex, Monease Ltd, BitPapa, Exnode and EXMO. Transactions attempted on or after Aug. 23 may be held and subject to compliance review.
  2. Binance also said restrictions may be applied to impacted wallets while the review is ongoing. In other words, the operational effect is not limited to a single transfer attempt; it can extend to wallet-level controls during review.
  3. HTX, formerly Huobi, was added to the European Union’s sanctions package targeting Russia in late July. The UK government also designated Huobi Global S.A. in May, saying there were “reasonable grounds to suspect” that it supported Russia’s government by providing financial services or making available funds and economic resources to A7 LLC and Garantex Europe OU.
  4. HTX denied the UK sanctions allegations, saying the designation applies only to Huobi Global S.A. as a separate legal entity and that its online exchange and user funds remain unaffected. The UK’s Office of Financial Sanctions Implementation later said it considers the HTX exchange itself subject to the sanctions because it is owned by Huobi Global.
  5. The US Treasury sanctioned Shelbit and Aban Tether on Aug. 7. For high-risk operators, the pattern is the part worth watching: once multiple jurisdictions start naming connected entities, transaction screening stops being a back-office function and becomes a front-line business constraint.
