Finanstilsynet restricts Inpay from taking new online gambling clients in Denmark over AML failings

Denmark’s Financial Supervisory Authority, Finanstilsynet, has ordered Inpay A/S to stop opening new business relationships with online gambling companies until it fixes serious AML shortcomings identified in a March 2026 inspection. For PSPs in gambling, the useful detail is simple: the regulator is not pulling the licence, but it is saying onboarding controls and ongoing monitoring were not good enough.

  1. Finanstilsynet issued the formal order on 17 August 2026, after an AML inspection in March 2026 found what it described as serious breaches of Denmark’s anti-money laundering legislation. The restriction applies only to new corporate customers in the online gambling sector.
  2. Inpay may continue serving gambling-sector customers it already has. The measure is a temporary supervisory restriction, not a withdrawal of Inpay’s Danish authorisation, and it remains in place until the regulator is satisfied that the identified shortcomings have been addressed.
  3. The regulator focused on customer due diligence and transaction monitoring. Inpay, according to Finanstilsynet, could not document sufficient procedures for managing risks tied to its online gambling customer base.
  4. Finanstilsynet also said Inpay needed stronger due diligence when relevant customer circumstances change, plus more robust assessments of high-risk relationships. On paper, AML checks at onboarding are one thing; in practice, the regulator expects controls to keep working as the relationship evolves.
  5. The case is another reminder that gambling payment flows draw extra scrutiny when customers operate across multiple jurisdictions and use complex ownership structures. Finanstilsynet’s action is specifically about the adequacy of controls, not a broader ban on Inpay’s payment activity.
