UKGC hits L&L Europe with £900,000 settlement over withdrawal delays and AML failings

UKGC hits L&L Europe with £900,000 settlement over withdrawal delays and AML failings

The UK Gambling Commission has imposed a £900,000 regulatory settlement on L&L Europe Limited after finding unfair withdrawal handling, weak anti-money laundering controls, and safer gambling shortcomings across its online casino business. For high-risk operators, the point is simple: payout friction is now an enforcement issue, not just a customer service issue.

  1. The operator runs seven websites, including allbritishcasino.com, casinocasino.com and hypercasino.com. The settlement with the UK Gambling Commission covers failures identified across those online gambling operations.
  2. One of the key breaches was a terms-and-conditions policy that allowed customers to request only one withdrawal at a time and barred further requests until the first one had been authorised. The Commission said that is unfair within the meaning of the Consumer Rights Act 2015.
  3. The regulator also objected to a process in which some customers were asked for additional information during withdrawal, even though that information could have been requested earlier. In the Commission’s view, a withdrawal request must not trigger extra information requirements if the licensee could reasonably have asked for it sooner.
  4. On AML, the Commission found controls that relied too heavily on financial thresholds and sampling at set thresholds, rather than on customer risk factors and customer risk profiles. That is the kind of finding that matters to PSPs and acquiring partners because it shows the regulator is looking at how risk is actually operationalised, not just whether a policy exists on paper.
  5. The investigation also identified social responsibility failings, and the Commission said the action should serve as a warning that enforcement extends beyond AML breaches to unfair consumer treatment. In other words: payout delays can now sit in the same enforcement bucket as financial crime control failures.
