Spain’s DGOJ launches central deposit limits and Player Portal ahead of March 2027 rollout

Spain’s DGOJ launches central deposit limits and Player Portal ahead of March 2027 rollout

Spain’s gambling regulator has started testing a centralised deposit monitoring system and a Player Portal that will follow player activity across all licensed operators. For PSPs and acquirers serving Spanish online gambling, the practical point is simple: deposit controls are moving from the merchant level to the market level.

  1. The Directorate General for the Regulation of Gambling (DGOJ) has launched two linked measures for Spain’s online gambling market: a common deposit limits system and a centralised Player Portal. The goal is to give consumers a single view of gambling activity across operators while giving regulators real-time oversight of deposits.
  2. Under the joint deposit limits system, deposits made by the same player across all licensed gambling operators will be aggregated centrally. Once the applicable limit is reached, further deposits will be blocked across all of that player’s accounts, regardless of operator. In other words, the control sits above the individual MID level and applies across the market.
  3. The default combined limits are set at €700 per day, €1,750 per week and €3,300 over four weeks. These limits will operate alongside the deposit controls already in place at individual operators, so Spain is not replacing merchant-side controls; it is adding a second layer on top.
  4. The Player Portal will let users view gambling activity across operators, manage their limits and identify accounts registered in their name. Players can amend or remove their combined limits through a dedicated process that includes additional information about gambling-related risks. Any increase or removal takes effect after three working days, and limit increases are restricted to one application every three months.
  5. The DGOJ has entered the testing phase, and all licensed online gambling operators in Spain must complete technical integration before Royal Decree 520/2026 enters into force on March 25, 2027. The regulator will also run a technical platform that checks deposits in real time, which is the part PSPs will care about when mapping authorisation, settlement and merchant compliance flows.
