Brazil’s Ministry of Finance estimates R$ 1.7 billion is sitting in betting accounts that could be withdrawn before platforms go offline
Brazil’s Ministry of Finance says R$ 1.7 billion is deposited in online betting sites and may be withdrawn by October 5, before the government starts taking systems offline. For PSPs and acquirers, the important part is not the politics; it is the sequence: no new deposits now, withdrawals are still allowed for a short window, and after October 6 the refund process is supposed to move through the financial system.
- The measure, numbered 1394, was published on Friday night and immediately bans new funds from being added to betting platforms. The government’s estimate is that R$ 1.7 billion remains deposited in these sites.
- According to two government sources, users who still have money in a betting account can, in practice, keep using that balance for bets for now, even though voluntary withdrawals are permitted until October 5. That creates a short transitional period where balances are still live but new top-ups are not.
- From October 6, the websites are expected to go offline in Brazil, and the deadlines begin for anyone who still has funds to request reimbursement through the financial system. For payment providers, this is the part that turns a platform shutdown into a payout and claims workflow.
- The betting ban was announced together with a new, stronger debt renegotiation program for households, dubbed Desenrola 3.0, whose fiscal impact from the debt auction payment only starts in 2027. The government linked the two measures to household indebtedness and the effects of online gaming.
- The announcement also reflects the political context inside Lula’s government, but the operational takeaway for the industry is simpler: a regulator can move from authorization to withdrawal controls very quickly, and the payment rails end up carrying both the freeze and the unwind.
