Turkey’s TCMB suspends Papel Elektronik Money’s financial licence over support for illegal operators
The Central Bank of the Republic of Turkey (TCMB) has suspended the financial licence of Papel Elektronik Money, saying the company helped illegal operators. For PSPs and acquirers in high-risk verticals, that is the part that matters: once a regulator frames a payments firm as enabling unlicensed activity, the issue stops being just KYC/AML hygiene and becomes an immediate licensing risk.
- The action was taken by Turkey’s central bank, TCMB, against Papel Elektronik Money.
- According to the source, the reason was that the company was assisting illegal operators.
- The measure is a suspension of the company’s financial licence, which puts its ability to continue regulated payment activity in Turkey directly at risk.
For high-risk payment providers, the message is plain enough: in Turkey, exposure to unlicensed operators can move from a compliance issue to a licence action very quickly.
