Kazakhstan’s legal betting market is concentrated in four operators, while offshore share rose from ~3% to ~12% in January-May 2026

Blask’s 2025 data shows Kazakhstan’s licensed sportsbook market is dominated by Olympbet, 1xbet, Fonbet, and Parimatch, but the offshore gray segment has expanded from ~3% to ~12% in January-May 2026. For PSPs and acquirers, the useful bit is not the leaderboard — it’s that payment routing, BIN choice, and card acceptance on this market are clearly shifting under their feet.

  1. According to Blask, four operators — Olympbet, 1xbet, Fonbet, and Parimatch — split most of Kazakhstan’s legal sportsbook demand in 2025. That leaves the licensed market highly concentrated, which matters for payment providers because any change in access, processing, or card acceptance on one of those names moves a meaningful chunk of volume.
  2. From January to May 2026, the offshore gray segment in Kazakhstan grew from ~3% to ~12%, apparently helped by “Kaspi” becoming active again. The source does not elaborate on the payment rails behind that change, but the directional point is clear: non-regulated volume is taking a larger share of the market.
  3. In online gambling and casino, a significant share is said to sit with offshore and foreign projects, especially Pinup and Pinco. The source says related structures reportedly held a betting license, but that does not cover casino, and by some estimates they account for about 30% of total betting volume in Kazakhstan.
  4. For deposits into 1win or Mostbet — which together are described as 2-3% of total betting traffic in the local currency — the card funnel behaves in a very specific way: the Visa/Mastercard button from 5000 tenge surfaces Armenian Inecobank, while the Kaspi button from 10000 tenge returns Georgian Bank of Georgia. The source’s take is blunt: with this setup, volumes may fall again, and conversion is only 30-40% at best.
  5. Ubet, Vavada, Pokerdom, and Melbet are also mentioned as offering nothing particularly surprising in terms of fiat payment methods for Kazakhstan. In other words, the market is not being described as payment-friendly; it is being described as patched together with whatever routes still clear.

Based on the tax burden of legal bookmakers, the source estimates their combined daily traffic at about $9m, with around $900k per day going to drops, local or cross-border, and that figure applies only in the best days. For PSPs, the message is straightforward: this is a market where legal and offshore volume are both present, but the payment stack is already doing most of the work of deciding who gets funded.
