Influencer Victor Vinicius settles R$ 100,000 with Mato Grosso prosecutors over illegal betting promotion

Influencer Victor Vinicius settles R$ 100,000 with Mato Grosso prosecutors over illegal betting promotion

Victor Vinicius de Freitas Gonçalves Silva has reached an agreement with the Ministério Público de Mato Grosso (MP-MT) in Operation 777, the case targeting illegal promotion of betting platforms. For high-risk operators, the point is simple: influencer-led acquisition can move fast, but so can the enforcement response.

  1. The deal requires Victor to pay R$ 100,000 for collective moral damages in five monthly installments of R$ 20,000. The settlement still needs to be approved by judge Jean Garcia de Freitas Bezerra of the 7th Criminal Court of Cuiabá.
  2. According to Folhamax.com, Victor is one of the defendants in a scheme valued at R$ 12 million, with funds frozen and seized when the operation was launched in November 2024. The investigation concerns the illegal promotion of the “Jogo do Tigrinho” and other betting platforms by digital influencers.
  3. To allow review of the Agreement Not to Prosecute Criminally (ANPP), Jean Garcia ordered Victor’s case to be separated from the other defendants. In other words, the court wants to process the settlement without holding up the rest of the criminal case.
  4. Operation 777 was carried out by the Civil Judicial Police with eight temporary arrest warrants and 11 search-and-seizure warrants. The actions took place in Cuiabá and Várzea Grande, in Mato Grosso, and also in Pindamonhangaba and Taubaté, in São Paulo.
  5. The investigation says the influencers posted videos showing what looked like large winnings within seconds, even with low stakes, to draw followers to betting platforms. It also alleges that some of the money shown on social media was fake and that Chinese citizens financed luxury trips for the suspects.

The case is not just about one influencer and one settlement figure. It is a reminder that in Brazil, the promotional layer around betting can become a criminal file very quickly, especially when the marketing playbook relies on staged wins and social proof rather than licensed, compliant acquisition.

Two other defendants are still in procedural limbo. Bruno Fabiano Marques de França was informed about a proposed agreement but did not respond, so MP-MT asked for the criminal action to continue normally. Cristiane de Freitas Gonçalves Silva had not yet been personally served, and the court ordered her defense to file within five days a power of attorney with specific authority to accept service and provide an updated address.
