Bank of Russia revokes license of Digital Solutions, citing suspicious transactions and AML breaches
The Bank of Russia has revoked the banking license of the settlement non-bank credit organization Digital Solutions. For high-risk payment teams, the useful part is not the corporate drama but the mechanism: the regulator says the firm had been running suspicious client transactions for a long time and had failed to report mandatory-controlled transfers on time.
- The central bank said Digital Solutions violated Russian law and Bank of Russia regulations, including rules on anti-money laundering and countering the financing of terrorism. It also said the organization repeatedly failed to provide the authorized agency with timely information on transactions subject to mandatory control.
- According to the Bank of Russia, it had applied measures against the company multiple times over the last year, but management and owners did not take steps to stop the suspicious activity. That is the part compliance teams should read twice: repeated supervisory pressure did not change behavior before the license was pulled.
- The regulator appointed a temporary administration to run the credit organization until an insolvency trustee or liquidator is named. The executive bodies of the organization have been suspended.
- By asset size, Digital Solutions ranked 288th in the Russian banking system, the central bank said. SPARK data says the settlement non-bank credit organization was registered on 25 December 2024, with monetary intermediation as its main activity. Its co-owners are Andrey Vasilyev and Pavel Plokhuta, each holding 50%.
- This is the third banking license the Bank of Russia has revoked since the start of 2026. Earlier, New Moscow Bank and Bank RMP lost their licenses.
