Civil association asks the Central Bank and ARCA for data on youth debt and online betting delinquency in Argentina

VOCES, a civil association signed by Elisa Carrió, has filed a public information request with the Banco Central de la República Argentina (BCRA) and ARCA over what it describes as a worrying rise in overindebtedness among people under 30. For high-risk payments teams, the interesting part is not the rhetoric; it is the list of data points they want on credit use, transaction traceability, and online betting flows.

1. The request focuses on 2019-2026 data series covering debt balances, multiple creditors, interest rates, Total Financial Cost (CFT), credit-status transition matrices, refinancings, and delinquency ratios, broken down by financial and non-financial providers, with a particular focus on the 18 to 29 age group.
2. VOCES also wants traceability data on payment and credit instruments used on betting platforms, including card payments, bank transfers, CBU/CVU, and virtual wallets, together with studies on how those payment methods correlate with credit use and financial stress.
3. A third section asks for tax and enforcement data on digital platforms: the tax base and collection of the Indirect Tax on Online Betting, the registry and status of the Online Control Register of the Betting System, for both local and foreign operators, and estimates of unreported transaction volume.
4. The fourth axis is regulatory governance: compliance with the framework agreement between the BCRA and the Agencia de Lotería y Entretenimiento de Argentina (ALEA), preventive blocking of accounts linked to intermediaries or unauthorized gambling, and any background on prudential rules that were analyzed or postponed, including limits on funding with credit, alerts, self-exclusion, and cooling-off periods.
5. The filing argues that rising youth debt and the expansion of digital gambling “could be related,” and says authorities are not interested in understanding the issue. VOCES also links both trends to increased mental health cases and suicides among younger generations, while criticizing the lack of effective regulatory and control frameworks for digital gambling addiction.
