Poland’s state monopoly is launching a second online casino, Spinky.pl

Totalizator Sportowy, the Polish state-owned company that already runs Total Casino, is preparing to launch Spinky.pl. The domain has been approved by the Ministry of Finance and entered into Poland’s register of authorized gambling websites, which matters because the state monopoly is about to have two separate online casino brands for the first time.

1. Spinky.pl is currently in a limited testing phase with selected users. The online casino will run on a platform developed by Totalizator Sportowy, rather than on Playtech, which powers Total Casino.
2. Since 2018, Total Casino has been the only officially operating online casino in Poland. Private operators in the country are allowed to offer online betting only, so the new launch does not open the market — it expands the state operator’s own footprint inside a tightly controlled regime.
3. The move comes against a sizeable gray-market backdrop: up to 37.6% of Poland’s online casino market is currently attributed to illegal operators.
4. Poland is also tightening the payment side. From 1 September, BLIK, the country’s most popular payment company, will stop transfers to addresses linked to gray-market sites. That is the kind of rule that hits traffic and conversion where it hurts: at the payment method users actually prefer.
5. The Ministry of Finance’s blacklist currently contains about 55,000 illegal websites. For PSPs and acquirers, that is not just a policy statistic; it is the operational map of what the market is trying to shut out.
