South Korean police shut down fake Kangwon Land online casino, 58 arrested, $56 million traced

Police in North Gyeongsang Province said they arrested 58 people running an illegal online casino that presented itself as an online arm of state-run Kangwon Land, the only casino in South Korea officially allowed to serve local residents. For high-risk payments teams, the useful detail is not the costume but the plumbing: the group reportedly used about 70 drop accounts, changed them regularly, and pulled in money from up to 40,000 Koreans.

  1. The cybercrime unit of the Gyeongbuk Provincial Police Agency said the operation was dismantled after arrests across the network, including the group’s leader, a Russian national. Five of the arrested were taken into custody.
  2. The site was disguised as an online channel of Kangwon Land, which is a state-run casino. That matters because brand impersonation is still one of the easiest ways to get users past the usual trust checks and into a payments flow that looks legitimate until it isn’t.
  3. To attract players, the group used deepfakes featuring well-known athletes and pushed them through social media. Police said the scheme drew as many as 40,000 Koreans.
  4. Among the suspects were mostly Russian citizens living in Korea, including account managers and recruiters who collected bank accounts from mules. The group reportedly operated around 70 drop accounts and rotated them regularly to avoid suspicion.
  5. Police said the illegal platform may have generated up to $56 million from October 2022 to August 2025. They also sought seizure of $1 million in assets discovered during the investigation.

For PSPs, acquirers, and banks, this is the familiar high-risk pattern in a local wrapper: impersonation on the front end, social-driven player acquisition, and disposable bank accounts on the back end. The numbers here are large enough to matter, but the operating model is the real signal.
