Chile proposes blocking casino and online betting access for alimony debtors

A bill in Chile would require casino operators, event organizers, ticket sellers, and authorized online betting platforms to check the National Registry of Child Support Debtors before allowing access or completing a transaction. For gambling and payments people, the point is straightforward: this turns a social debt registry into an operational gatekeeper.

  1. The proposal was introduced by Chilean deputy Irací Hassler, together with deputies Marisela Santibáñez, Constanza Schönhaut, Daniela Serrano, and Carolina Tello, and deputies Marcos Barraza and Juan Santana. It would bar people listed in the Registro Nacional de Deudores de Pensiones de Alimentos from entering casinos, stadiums, and paid mass events, or from placing bets on authorized online gaming platforms.
  2. Under the bill, organizers of shows, ticket sellers, casino operating companies, and authorized online gaming platforms would have to consult the registry before finalizing the relevant transaction. If a current listing appears, they would have to reject ticket sales, block entry, or suspend gambling accounts and operations, depending on the case.
  3. The restriction would remain in force while the person stays on the registry. It would stop applying once the registration is canceled under existing legal procedures, either through full repayment of the debt or judicial approval of a payment agreement that meets the legal requirements.
  4. Hassler said there are still 270,000 child support debtors in Chile, and that 96% of them were men as of May 2025. Her line was blunt: “Sin pensión no hay diversión” — no support payment, no fun.
  5. The initiative is backed by civil society groups including ONG Acción Mujer y Madre, Familias Cuidadoras, and Coordinadora 8M de Valparaíso. For operators, the practical question is not the slogan; it is whether registry checks become a mandatory front-end control for both in-person gaming and online betting flows.
