Brazil’s SPA-MF sends four officials to SBC Summit 2026 in Lisbon and IAGR conference in Lima

Brazil’s Secretariat of Prizes and Bets (SPA), part of the Ministry of Finance, is sending four officials to two global gambling events in the coming weeks: SBC Summit 2026 in Lisbon and the International Association of Gaming Regulators (IAGR) annual conference in Lima. For high-risk payment providers, the signal is simple: Brazil’s regulated betting market is still being built in real time, and the people writing and enforcing the rules are taking those discussions onto the international stage.

1. Two SPA officials will attend SBC Summit 2026 in Lisbon from September 28 to October 2: Carlos Renato Xavier de Resende, undersecretary for Monitoring and Inspection, and Renato Perez Pucci, general coordinator for Betting Inspection. The trip was authorized with costs covered by the Union, according to orders published in the Diário Oficial da União on September 3 and 8, signed by chief of staff Daniele Correa Cardoso.
2. SBC Summit 2026 runs from September 29 to October 1 at Feira Internacional de Lisboa and MEO Arena. The event is billed as the main global iGaming industry gathering, with more than 40,000 professionals expected and a redesigned structure across six stages covering emerging markets, technology, innovation, payments, regulation, and compliance.
3. The third day of SBC Summit is dedicated to Latin America, with sessions on Brazil, Peru, and Mexico, plus regional trends. That matters because the Brazilian delegation is not showing up as spectators; the agenda lines up directly with the SPA’s monitoring and enforcement work.
4. Another two SPA-MF officials will travel to Lima from October 18 to 23 for IAGR’s annual conference. IAGR is an independent organization created to improve the effectiveness of gaming regulation worldwide, and the 2026 edition is the first to be held in South America.
5. Fabio Augusto Macorin, SPA deputy secretary, and Leandro dos Reis Lucchesi, general coordinator for Regulation, are listed as speakers on the panel “The Regulator’s Mandate in a Connected Market.” The conference theme is “Firm hands, shifting ground; advancing regulation in a connected world.” It will feature more than 40 expert-led sessions on emerging technologies, illegal gaming, prediction markets, anti-money laundering, responsible gambling, and sports integrity.

The broader backdrop is a market that has only recently been formalized: since January 1, 2025, only companies authorized by the SPA have been allowed to operate in Brazil. In the same week, the public consultation period on the secretary’s rules for authorization of fixed-odds lottery betting also closed. For PSPs, acquirers, and banks, that means the regulatory framework is still settling, and the people running it are actively comparing notes with peers abroad.
