Kazakhstan’s unified betting platform blocked 180,000 players and $17.3 million in targeted levies in five months

Kazakhstan’s Unified Betting Accounting Platform, known as ESU, has become more than a reporting layer. Since launch in spring 2026, it has blocked access for 180,000 players and helped channel $17.3 million into sports and social projects through a 3% targeted levy.

1. According to Bazyl Nurmet, CEO of the Center for Monitoring and Analysis of Gambling, the ESU operator, the platform closed gambling access for 180,000 players since spring 2026. That includes 23,000 self-excluded players and 31,000 minors who were prevented from playing.
2. In March 2026, Kazakhstan introduced a 3% mechanism for targeted deductions to fund sports and social projects outside the budget. Over five months, those targeted deductions reached $17.3 million.
3. Nurmet said the point of the system is not only control, but also measurable fiscal and social output. For PSPs and operators, that is the real signal: once the state has a unified accounting layer, it can enforce eligibility checks and levy collection at the platform level, not just at the individual operator level.
4. Since the start of 2026, the ESU has also been used to identify and block more than 365,000 illegal gambling resources. In addition, around 5,000 dropper accounts were shut down from May 2026.
