Turkey revokes Papel’s license after money-laundering probe tied to illegal betting
On 23 September, TCMB revoked the license of Papel Elektronik Para, an e-money provider licensed in 2022. The case matters for high-risk operators because the alleged flow of funds ran through payment infrastructure, not just through the usual offshore betting stack.
- According to the investigation by MASAK and the прокуратура, about 1.5 billion TRY (~$35 million) passed through Papel. The analysis also looked at links to the UAE, Georgia, Cyprus, and Europe.
- The payment infrastructure was used to move funds connected to illegal gambling, fraud, and illegal forex. For PSPs and merchants, that is the part that usually ends with compliance teams asking unpleasantly specific questions.
- Papel’s capital increase from 7 million to 300 million TRY also drew attention, especially because the company reportedly said it was operating at a loss. That kind of mismatch tends to get noticed in a licensing review, and for good reason: it is exactly the sort of thing regulators, auditors, and banking partners compare against transaction flow.
- The case led to 38 arrests, and charges were filed against 44 people. The TCMB revocation itself does not spell out the reason; formally, it relies on provisions of Turkish payment systems law. The link to the investigation is context around the decision, not the regulator’s wording.
- Papel is now officially listed among the e-money institutions whose licenses were revoked by TCMB. For merchants using Turkish e-money rails for collections or payouts in MENA, the practical takeaway is simple: pricing and limits matter, but the legal and banking chain matters more when the provider is under pressure.
For remaining licensed players, the real checklist is the boring one: KYC/KYB, source of funds, payment routing, ultimate recipient, and cross-border flows. If one link breaks, the merchant problem is not only conversion drop; it is how fast traffic and settlement can be moved elsewhere.
