Amapá to auction 20-year state lottery concession on Tuesday with minimum bid of R$ 2.6 million
The Government of Amapá will hold the tender for its state lottery concession on Tuesday, 27/10. For high-risk operators, the important bit is that the concession covers both physical and digital channels, including fixed-odds betting, with a minimum fixed grant of R$ 2.6 million and an estimated contract value of R$ 22,562,433.90.
- The auction is being run by the Secretaria de Estado de Compras e Licitações Sustentáveis (SECCOMPRAS/AP), while the Secretaria de Estado da Fazenda (SEFAZ/AP) is the grantor. Proposals must be submitted by 8:29, the opening is scheduled for 8:30, and bidding starts at 9:00, Brasília time, on the SIGA platform at www.siga.ap.gov.br.
- The tender was originally scheduled for 13 July, then postponed and republished in August, rescheduled for 20 October, and finally moved to 27 October. The latest notice in the Diário Oficial da União also corrected the tender number, which had been published as 027/2026 instead of 037/2026.
- The concession covers the implementation, management, and operation of lottery products authorized by the Union, in both physical and digital formats. The future concessionaire will be responsible for creating and selling lottery products, setting up the retail network and virtual platform, running communications and advertising, conducting draws, and paying prizes.
- The tender lists six modalities: passive, numeric prognostics, specific prognostics, sports prognostics, instant exclusive, and fixed-odds. The Term of Reference says the concessionaire “must operate all Lottery Modalities that make up the object of the concession,” including fixed-odds betting.
- The concession term is 20 years from the contract effective date, with possible extension for another 20 years if there is public interest, and also for economic-financial rebalancing or to ensure service continuity. The contract will be mandatorily reviewed every five years. Winner selection is based on the highest fixed grant offer, starting from R$ 2.6 million, in an open bidding process with increasing bids and a minimum increment of R$ 10,000.
On top of the fixed grant, the concessionaire will pay a monthly variable grant and a management fee, both calculated on GGR (gross gaming revenue less prizes), using percentages set by State Decree No. 2,486/2025 and the contract. Unclaimed prizes will be transferred to the State in the next variable-grant payment.
Companies, domestic or foreign, may bid alone or as part of a consortium. The winner will also have to set up a Special Purpose Company (SPE) under the tender rules.
