Brazil’s SPA suspends 14 licensed betting sites over Sigap reporting and responsible gaming failures

The Secretariat of Prizes and Betting (SPA) has ordered the immediate suspension of 14 licensed betting sites and imposed seven precautionary measures on operators after finding failures in Sigap reporting and in responsible gaming controls. For PSPs and acquirers touching Brazil’s regulated betting market, the practical point is simple: licensing is not the same thing as clean ongoing compliance, and the regulator is using suspension as a live enforcement tool.

  1. On Friday, the SPA adopted seven precautionary measures against operators and ordered the immediate suspension of 14 licensed betting sites. The measures followed administrative sanctioning processes that began in August 2025.
  2. The SPA said the actions were taken because of failures in the oversight system within Sigap and in the implementation of control measures over responsible gaming mechanisms. Sigap is the betting management system through which the regulator monitors betting volumes, gross gaming revenue and compliance with rules in real time.
  3. Five of the seven precautionary measures related to failures in sending information to Sigap. The other two involved failures to implement effective mechanisms for controlling, evaluating and monitoring users under responsible gaming policies.
  4. The suspension means the affected platforms may remain open only for players to withdraw funds. Among the companies named, Pixbet Soluções Tecnológicas received two precautionary measures; its suspended brands are pixbet.bet.br, ganhei.bet.br and betdasorte.bet.br.
  5. Other affected operators were Zeroumbet Digital Platform, with brands zeroum.bet.br, sportvip.bet.br and energia.bet.br; Enseada Serviços e Tecnologia, with kbet.bet.br; Select Operations, with mma.bet.br, betvip.bet.br and papigames.bet.br; Nexus International, with megaposta.bet.br; and RR Participações e Intermediações de Negócios, with multibet.bet.br, rico.bet.br and brx.bet.br.

The SPA said precautionary measures are provided for in articles 44 to 46 of Law 14.790/2023 and in articles 31 to 33 of SPA/MF Ordinance No. 1233/2024. In practice, that gives the regulator a fairly direct way to stop operations first and sort out the paperwork later, which is the kind of message payment teams tend to notice.
