Brazil’s MPF opens inquiry into Caixa Econômica Federal’s 2025 Mega da Virada lottery system failure
The Federal Prosecutor’s Office in Brazil has opened an inquiry into complaints that Caixa Econômica Federal charged bettors for the 2025 Mega-Sena da Virada but failed to validate their tickets in the lottery system. For PSPs and acquiring teams, the interesting part is not the draw itself; it is the mechanics of payment acceptance when the back end records the debit but does not complete the transaction state.
- The investigation, reported by Coluna Radar in Veja, concerns bettors who paid for entries, had the money debited, and still did not receive validated tickets. According to the MPF, Caixa charged the bets but did not process them for “vários apostadores” (“several bettors”).
- In some cases, payment was made via PIX and the system returned messages such as “aguardando efetivação” (“awaiting confirmation”), without confirming that the bet had been registered. That is the kind of status mismatch that creates disputes fast: the customer sees a debit, the operator’s system shows no completed wager.
- The situation escalated when the draw itself was delayed. It was initially scheduled for 22:00 on Wednesday, 31/12, but only took place on Thursday, 1/1, shortly after 10:00. Caixa said the delay was caused by extreme overload in its central lottery system, which reached peaks of 120,000 transactions per second on digital channels.
- That explanation was challenged. People linked to the organization said the delay came from a “fila de apostas” (“bet queue”) still being processed at deadline close, while bettors and watchdog bodies pointed to serious instability in Caixa’s apps and websites. Consumer complaints were also filed on Reclame Aqui.
- The MPF inquiry is the formal step to establish responsibility for charging customers without the corresponding registration of bets in the system. For operators and their payment partners, the useful takeaway is plain: if authorization, capture, and final ticket validation are not tightly reconciled, the dispute is no longer operational trivia — it becomes a regulatory file.
