Brazil sets fast-track betting authorization for the 2027 FIFA Women’s World Cup

Brazil’s Ministry of Finance has created an accelerated authorization path for fixed-odds betting operators that want to work during the 2027 FIFA Women’s World Cup, which Brazil will host. For PSPs and acquiring teams, the interesting part is not just the tournament window: the decree also spells out who can sponsor, what can be shown on brand inventory, and where the line sits between approved visibility and an unlicensed betting offer.

  1. The decree was published by the Secretariat of Prizes and Bets of Brazil’s Ministry of Finance on Monday, August 31. It is based on Articles 68 and 69 of Law No. 15.421, dated June 1, 2026, and creates special conditions for FIFA commercial partners and contractors in Brazil.
  2. Operators that want to work only during the tournament can apply for a limited license valid from May 24 to August 25, 2027. The temporary license is priced proportionally to that period: about $295,000 (R$ 1,528,767.12), compared with roughly $5.79 million (R$ 30 million) for a standard five-year authorization in Brazil. The operator must also set aside about $482,600 (R$ 2.5 million) as financial backing.
  3. The shorter authorization is open only to Brazilian companies incorporated under Brazilian law, with headquarters and management in Brazil, and already acting as FIFA partners or contractors for the tournament. A company can also apply directly for the full five-year license, under the same general requirements.
  4. During the event, licensed operators may offer bets only on FIFA Women’s World Cup matches. Betting on other sports or on virtual events is prohibited and may trigger sanctions. In both cases, the operator can use only the brands included in its sponsorship agreement with FIFA.
  5. Applications must be filed by October 31, 2026 through SIGAP (Sistema de Gestão de Apostas), together with a FIFA document confirming partner or contractor status. The Secretariat has up to 120 days to approve or reject each request, and these filings take absolute priority over other betting-sector procedures in Brazil during that period. Late applications, or applications without FIFA’s backing, are filed away without review.

The sponsorship rules matter just as much as the license path. FIFA official sponsors can display their brands in stadiums and on broadcasts without that being treated as betting advertising, as long as they do not offer real-money betting inside Brazil. The decree treats an offer as irregular if a company allows registration or deposits from Brazil, uses links or QR codes to betting sites, or targets advertising directly at Brazilian bettors.
