Brazilian football clubs and federations oppose a ban on sports betting and online gaming

Brazilian clubs and football federations have issued a joint statement against a possible federal move to ban sports betting, arguing that regulated betting money has become a major revenue line for the sport. For high-risk PSPs, the point is straightforward: the fight is not just about betting ads, but about whether Brazil keeps a licensed market or pushes demand back into the illegal one.

On Thursday, 17/9, clubs, the Federação de Futebol do Estado do Rio de Janeiro (FERJ), the Federação Paulista de Futebol (FPF) and the Federação Alagoana de Futebol (FAF) released a joint note against the possibility of the federal government issuing a Medida Provisória to prohibit sports betting in Brazil.
2. The document, titled “O Fim do Futebol Brasileiro”, warns that suspending the regulated bets market could leave many clubs insolvent. It also says this is the first unified public position from the four rival Rio de Janeiro clubs on the issue, which tells you how much alarm the regulatory rumors have created inside Brazilian football.

The clubs say betting operators authorized under the new regime have become one of the main sources of revenue for Brazilian football in recent years, helping clubs perform better in the Libertadores and the Sul-Americana. They also argue the money is not limited to the biggest teams: it reaches smaller clubs, lower divisions and less commercially visible competitions.
4. According to the note, clubs from the interior of the country do not have another economic sector that could replace this investment immediately. The revenues support administrative structures, training centers, social projects and areas that do not fund themselves independently, including women’s football and youth categories.
5. The statement argues that Brazil chose the right path by regulating the sector instead of trying to eradicate it. It says the betting market already existed before regulation and moved billions of reais illegally. Under the framework approved by the National Congress, companies were authorized, started paying taxes and took on obligations covering consumer protection, blocking minors, preventing abusive practices and fighting money laundering and competition manipulation.

The clubs also claim that regulation removed Brazil from first place in the global ranking of match-fixing cases. In other words, for the people deciding whether to license, bank or process this business, the argument from football is not theoretical: in Brazil, regulation is being presented as part of the anti-illicit-finance toolkit, not as a side issue.
