Brazilian court bars Flavio Bolsonaro from leaving the country in betting-linked money laundering probe
Brazil’s Supreme Federal Court (STF) has ordered Senator Flavio Bolsonaro to surrender his passport and barred him from leaving the country or contacting lawyer Willer Thomaz. For high-risk payment teams, the important part is not the politics: the case shows how betting flows, company accounts, and alleged asset concealment can end up inside a money laundering investigation.
- Justice Alexandre de Moraes also annulled Bolsonaro’s diplomatic passport. According to Bolsonaro, the decision was taken on Sunday evening, shortly after the final presidential election results, which he lost.
- Flavio Bolsonaro and Willer Thomaz are both named in a case involving possible money laundering. It is the senator’s second STF investigation. Federal Police suspect that accounts belonging to Thomaz’s companies may have been used to hide assets for Bolsonaro’s benefit. Bolsonaro has not been formally charged.
- On 23 October, Moraes blocked assets belonging to Thomaz and his companies worth up to $1.1 billion, annulled his passports, and lifted bank and tax secrecy. Thomaz’s defense called the measures disproportionate and the amount arbitrary, and denied that Bolsonaro had any role in managing the accounts.
- The link to betting is spelled out in a technical note from the Finance Ministry. In 2025, Thomaz became the country’s biggest player: about $935 million passed through his accounts via sportsbook platforms, including re-bet winnings. Deposits totaled 258 million reais, and withdrawals were about 200 million reais.
- The note also flagged bursts of activity over very short periods, including 7 million reais in deposits in one day and a withdrawal of 6 million reais within 18 minutes the next day. SPA has also opened an investigation into Blaze operator Foggo Entertainment over insufficient anti-money-laundering controls. Thomaz says his funds are lawful and declared; Foggo Entertainment says it complies with the law.
For PSPs, acquirers, and banks serving betting and adjacent high-risk verticals, this is the familiar pattern: large, fast-moving turnover, short-duration spikes, and a dispute over whether the activity is ordinary player flow or a screen for something else. Reuters says Bolsonaro and his family are currently in the United States.
