Flávio Bolsonaro reportedly leaves Brazil as betting-linked investigations widen

Flávio Bolsonaro is under investigation in Brazil over alleged links to betting companies, with authorities also probing money laundering and tax evasion. For PSPs, acquirers, and banks, the interesting part is not the political theatre; it is the familiar pattern of betting entities, payment flows, and alleged hidden ownership structures landing in the same file.

  1. Supreme Federal Court (STF) Justice Alexandre de Moraes ordered Bolsonaro to hand over both his civilian and diplomatic passports and barred him from leaving the country. The measures were taken at the request of the Federal Police as part of investigations into alleged crimes including money laundering and tax evasion.
  2. Reports published on Tuesday (27) said Bolsonaro’s allies were informed that he had fled and was on his way to the US. UOL reported that a source close to the Trump administration and Bolsonaro’s family said they were “aware of the departure.” Officially, the State Department has not commented.
  3. According to the investigations, Bolsonaro and lawyer Willer Tomaz were allegedly master users of an account at Santander Bank. Both denied the information, but the Federal Police said it identified a message from Tomaz asking the bank to remove Bolsonaro from the master user credentials.
  4. Tomaz is the majority shareholder of Cathedral Holdings, a company based in Portugal, and the sole shareholder of Rede Loto, which controls BestBet and two other licensed brands in Rio de Janeiro. A report in Piauí magazine said Flávio Bolsonaro was a silent partner in the betting companies.
  5. The betting site reportedly operated for almost two years and generated just over BRL360,000 ($67,275) in revenue, while paying the Rio de Janeiro state licence fee of BRL5 million and running no advertising campaigns or other commercial activity. At the same time, the report said Tomaz moved more than BRL10 billion in sports bets on Blaze and was identified by the Secretariat of Prizes and Bets (SPA) as the biggest gambler in Brazil.

The Federal Police also accuse Bolsonaro of financial crimes linked to financing a film about the life of his father, former president Jair Bolsonaro, who was convicted of an attempted coup. The payment angle here matters: when regulators see betting licences, low reported turnover, large licence fees, and bank-account access questions in the same fact pattern, they do not treat it as a normal merchant profile review.
