Brazil betting ban has already triggered more than 3,500 layoffs, industry group says
Brazil’s licensed betting sector is now cutting jobs at scale after Provisional Measure 1.394 banned sportsbook operations in the country. The immediate issue for PSPs and other payment providers is simple: when wagering operators are forced offline, the pain moves fast into payments, compliance, marketing, and the rest of the stack.
- More than 3,500 workers have already been laid off in Brazil’s betting industry since the measure was issued, according to the National Association of Games and Lotteries (ANJL). ANJL said that figure equals 23% of the sector’s entire workforce, based on a partial survey using data provided by betting operators and released last Wednesday.
- The same survey says 4,167 employees are currently on collective furlough. ANJL projects total layoffs will reach 5,600 workers within 90 days, which it says would amount to 37% of the sector’s workers.
- The survey covers layoffs and contract terminations that have taken place since 25 September, when President Luiz Inácio Lula da Silva announced the measure. In other words, the market did not wait long to start shedding headcount once the policy landed.
- ANJL president Plínio Lemos Jorge said the association needs “real numbers” to measure the effect on workers and companies that depend on the activity. He also said the sector includes payment processors, marketing, compliance, agencies, affiliates and specialised media outlets, not just sportsbooks themselves.
- ANJL and the Brazilian Institute of Responsible Gaming have filed a lawsuit with the Supreme Federal Court seeking to overturn the ban. The group says the pending ruling on the preliminary injunction request, including cases under Justice Luiz Fux, could turn part of the 4,167 furloughed employees into permanent layoffs.
For high-risk payment providers, the practical takeaway is that the regulatory shock is not limited to operators. Once a betting market is stopped by provisional measure, the downstream business line that depends on it — including processing and compliance — starts to contract immediately.
