Chile’s online gambling market nears licensing as Senate advances bill 14838-03

Chile is moving closer to a licensing framework for online betting, but the market is still operating in a familiar high-risk pattern: huge volume, offshore money, and a legal setup that does not quite match what the banks are already doing. For PSPs and operators, the practical question is less “is there a bill?” and more “what will the new rules actually force people to change?”

1. The Government’s betting bill 14838-03 has been approved in general terms by the Senate, and a technical committee is now working through the details. An industry-commissioned study puts the market at close to USD 3.1 billion in 2024, with around 5.4 million Chileans betting, almost all of it offshore, unlicensed and untaxed.
2. Carolina Rondón, who covers Chile for the website-verification platform Estafa.info, says players judge operators less by welcome bonuses and more by what happens at withdrawal time. In her view, the real test is whether the operator can process a large payout without inventing technical problems, blocking the account, or burying the rules in legal text nobody reads before depositing.
3. Her point is blunt: the banking layer already looks more mature than the legal layer. The Internal Revenue Service has begun requiring operators without a local address to pay tax, while other bodies still classify online casinos as an illegal activity. At the same time, every major bank appears at the cashier, and customer data is tied to the player’s RUT, which makes the “illegal” label look less like a clean line and more like a mess.
4. On the player side, the recurring problem is not subtle. Rondón says the main trap is believing promotions that are too good to be true, especially offers that promise to hand out large sums of money just for signing up on dubious websites. She also notes that withdrawal terms and policies are often difficult to find in advance, forcing users to dig through long legal texts before they can even operate the account.
5. The bill would put oversight in the hands of the Superintendency of Casinos, Betting and Games of Chance, a body built for physical gambling. Rondón expects a regulator that acts proactively rather than reactively, and she says licensed sites will need to justify their existence with concrete benefits: higher data security, instant withdrawals, and a protected environment that unregulated platforms cannot match.

For high-risk PSPs, the useful detail here is that licensing in Chile will not automatically make the market easy. If tax costs rise and banks are already comfortable touching the flow, the commercial edge will come from operations: payout speed, verification quality, and how much friction the compliance stack adds at deposit and withdrawal.
