Former FSB Major Dmitry Dokuchaev Appeals Asset Seizure Tied to UAPS Case in Moscow

Moscow City Court has left without progress an appeal filed by former FSB major Dmitry Dokuchaev and three family members over assets confiscated under an anti-corruption claim by the Prosecutor General’s Office. For high-risk payments people, the part that matters is not the espionage footnote; it is that Dokuchaev was later drawn into the criminal case on the creators of the anonymous payment system UAPS, where he was identified as the largest user.

  1. According to the Moscow court database, the appeal was filed on 28 August by Dokuchaev, his wife, and two other relatives. They were seeking to recover assets that the Nikulinsky District Court transferred to the state on 30 April, after upholding the Prosecutor General’s anti-corruption lawsuit.
  2. The seized property included five apartments with parking spaces, five foreign-made cars, 5 kg of gold bars, diamonds, and millions in cash. The family was also ordered to return money for real estate and cars that had already been sold.
  3. Dokuchaev, a former counterintelligence officer who worked in high technology, was convicted of treason, admitted guilt, and was released early on parole. After that, he came under the attention of the Investigative Committee, which was handling the case against the organized criminal group behind UAPS.
  4. The court’s latest step was procedural: Moscow City Court issued a ruling to leave the appeal “without movement,” which means the challenge has not yet advanced on the merits.

For PSPs and acquiring teams, the operational point is simple: anonymous payment systems are not just a compliance headache; they can become the factual centerpiece of broader criminal and asset-recovery proceedings, with users, beneficiaries, and family holdings all pulled into the same file.
