Argentine Senate moves forward on online betting and gambling addiction bill

Argentine Senate moves forward on online betting and gambling addiction bill

The Argentine Senate has approved a preference motion pushed by Senator Lucía Corpacci, reopening debate on a bill aimed at preventing gambling addiction and tightening oversight of online betting. For PSPs and operators watching Argentina, the immediate issue is timing: if the bill is not taken up before the end of the ordinary session on 30 November, it loses parliamentary status.

  1. The bill has been sitting in the upper house for almost two years. It already cleared the Chamber of Deputies in November 2024, but it had not advanced in the Senate until this latest procedural move.
  2. Corpacci argued in the Senate that Congress needs to respond to the growth of digital betting and its consequences, especially for children, teenagers, and young adults. She also referred to demands from different social groups and the Church for legislative action on problem gambling.
  3. The proposal was originally introduced by Mónica Frade of Coalición Cívica. Its main measures include restrictions on advertising, promotion, and sponsorship for gambling, plus stronger protections for minors.
  4. It also calls for prevention, awareness, and treatment tools for compulsive gambling, with involvement from the health system as well as family and education channels. In practice, that means the bill is not just about platform controls; it is also about how the state wants to frame gambling harm across institutions.
  5. The Senate’s move is meant to speed discussion in a committee plenary and make it easier to add the bill to the agenda for extraordinary sessions. If that does not happen before 30 November, the bill expires and the debate resets.

For high-risk payment businesses, the point is straightforward: Argentina is still deciding how far it wants to go on online betting controls, and advertising restrictions are on the table. That matters not only for operators, but also for acquiring, PSP underwriting, and any payment flow tied to gambling traffic in the country.
